Do I have to return my business partners start-up money if he quit/resigned his position from the business?

If I started a small business with 2 partners and myself, and about 6 months into it the 2 partners quit/resigned because they weren't ready to work and couldn't handle what running a business entails. Do they get reimbursed the start-up money? Am I required to return to them the start-up money?

It depends. Go back and review the legal agreement or signed agreement when you start up your company.What type of partnership ?And it will be also depends on where your business is operated .Business/partnership law may vary from state to state.
In your case you might have to give your partner back partial of a start up money if he/she decide he/she doesn't want to be your business partner. And again Business partner supposed to share both profit and losses.

For state and federal tax purposes, a partnership is not a taxable entity. Partnership income is taxable to the partners in proportion to their share in the company's profits".
